My grandmother, however, also had\u00a0 allegiance to\u00a0 \u201csigns of the Moon.\u201d<a href=\"#_edn5\" name=\"_ednref5\">[v]<\/a><\/p>\n<p>When a wiseacre eldest grandson confronted her with the incongruence of her normative Christian faith and its admonitions against astrology,<a href=\"#_edn6\" name=\"_ednref6\">[vi]<\/a> she responded with matriarchal pragmatism &#8211; \u201cMaybe. Maybe not.\u201d<\/p>\n<p>Farming involves gambling with the weather:<\/p>\n<p>Farmers rely on good weather to grow our food &#8211; too much rain can lead to rotting plants, and sufficient rainfall makes it difficult to grow crops and feed animals. Too much wind can make planting difficult, and freezing temperatures can stunt plant growth. <a href=\"#_edn7\" name=\"_ednref7\">[vii]<\/a><\/p>\n<p>Mixing climatology and meteorology:<a href=\"#_edn8\" name=\"_ednref8\">[viii]<\/a><\/p>\n<p>Land and weather go hand in hand when determining everyday forecasts. As the atmosphere moves over different types of terrain, weather characteristics change.<\/p>\n<p>Let\u2019s consider an analogy based on state-level policymakers \u2018residing\u2019 at higher altitudes or elevations. <a href=\"#_edn9\" name=\"_ednref9\">[ix]<\/a><\/p>\n<p>From these climes, policymakers\u2019 actions affect those at various organizational \u201celevations,\u201d especially at the \u2018ground-level.\u2019 <a href=\"#_edn10\" name=\"_ednref10\">[x]<\/a><\/p>\n<p>Operating from higher elevations, policymakers \u201cview\u201d \u00a0ground-happenings from a 30,000, 360-degree vantage. <a href=\"#_edn11\" name=\"_ednref11\">[xi]<\/a><\/p>\n<p>Those on the ground may fear policymakers\u2019 aims will disrupt or disturb the long-negotiated \u2018balance\u2019 that exists between the organization as a whole and its segments, comprising the evolved architecture of how the organization works, reinforced by its culture to protect core \u201cnon-negotiable\u201d values. <a href=\"#_edn12\" name=\"_ednref12\">[xii]<\/a><\/p>\n<p>Not surprisingly, state-level policymakers may conclude <em>this <\/em>organizational \u2018balance\u2019 impedes policymakers\u2019 aims, including higher-level results, outputs, efficiencies.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>\u2018Weatherproofing.\u2019<\/strong><a href=\"#_edn13\" name=\"_ednref13\">[xiii]<\/a><\/p>\n<p>\u201cWeatherproofing\u201d allows organizations to modify, mitigate or reshape state-level policymakers\u2019 aims.<\/p>\n<p>\u201cCant\u201d is the most basic weatherproofing<a href=\"#_edn14\" name=\"_ednref14\">[xiv]<\/a> \u2013 (often <em>can\u2019t<\/em> or <em>won\u2019t<\/em> to state-level policymakers, rhetoric, \u201chappy talk\u201d<a href=\"#_edn15\" name=\"_ednref15\">[xv]<\/a> or even hooey to others). Cant serves as worthy weatherproofing until policymakers embrace other truths, readying such to achieve concentrated policy aims. <u>Note:<\/u> Based on this writer\u2019s work with state-level policymaking bodies, both rationality and expansiveness, the tension between those two ideals provides a format for policymaking. Paraphrasing poet T.S. Eliot, \u00a0\u201c\u2019All significant (policymaker or organizational) truths are private (policymaker or organizational) truths.\u2019\u201d The melding of those \u201cprivate truths,\u201d \u00a0as held by both policymaking bodies and organizations, inform the policymaking process, creating sound policy.<\/p>\n<p>Weatherproofing is also typified by the linguistic conjunction \u2018<em>but<\/em>,\u2019 with especial emphasis on contrasts: \u201cthe \u00a0sky is brilliant, clear, sunshiny, but its\u2019s very cold.\u201d This weatherproofing signals the organization \u201cacknowledges\u201d state-level policymakers\u2019 aims have some merit, <em>but <\/em>with these reservations.<\/p>\n<p>The above weatherproofing examples amount to \u201ctypecasting,\u201d<a href=\"#_edn16\" name=\"_ednref16\">[xvi]<\/a> which, like weather-forecasting, relies upon \u201clongitudinal\u201d or historic organizational responses applied to current, prevailing, or prospective \u00a0policymakers\u2019 \u00a0aims.<\/p>\n<p>Other examples of weatherproofing:<\/p>\n<ul>\n<li><u> <\/u><strong>Organizations \u201cnegotiate\u201d outcomes to alter policymakers\u2019 aims<\/strong>. Bartering requires both political and organizational leadership and membership cachet. Admittedly, policymakers often invite organizations into varying degrees of dialogue concerning contemplated policy emphases \u2013 sometimes providing nudges for \u201cnegotiating\u201d prospective rules, regulations or statutes.<\/li>\n<li><strong><u>\u2018We\u2019re against this.\u2019 <\/u><\/strong>Organizations object to policymakers\u2019 aims through campaigns, implementational inaction of laws, or litigation. This approach, which may prove costly in a longitudinal political sense, prevails if the organization leverages support of its leadership and members, especially if combined with public, news media or constituencies\u2019 favor.<\/li>\n<li><strong><u>Third-way political stratagem<\/u><\/strong><strong>.<\/strong><a href=\"#_edn17\" name=\"_ednref17\">[xvii]<\/a> Organizations optimize potential through fluidity, nimbleness and adaptiveness strategies without loss of membership or allies\u2019 support.<\/li>\n<\/ul>\n<p><strong>Other analogies.<\/strong><\/p>\n<p>Policymaking weather or climate analogies include:<\/p>\n<ul>\n<li>\u201cRed at night, sailors\u2019 delight; red at morning, sailors\u2019 warning,\u201d relating to forecasting or predictability.<a href=\"#_edn18\" name=\"_ednref18\">[xviii]<\/a><\/li>\n<li>Microclimates relate to the granular nature of policy shifts which may affect intra-organizational constituencies discretely. <a href=\"#_edn19\" name=\"_ednref19\">[xix]<\/a><\/li>\n<li>Clear day visibility, although the norm, is subject to weather vagaries.<a href=\"#_edn20\" name=\"_ednref20\">[xx]<\/a><\/li>\n<\/ul>\n<p><strong>Sunshine\/rain happen.<\/strong><\/p>\n<p>No less than Scripture tells us \u201c&#8230;the sun rises on the evil and the good&#8230;and rain on the just and unjust.\u201d (Matthew 5:45-47 \u2013 KJV).<\/p>\n<p>Indeed, to be effective in its advocacy, auguring isn\u2019t necessary. Rather, by ensuring its rhetoric and actions are multidimensional, the organization becomes a valued resource to shape and guide policy. Instead of the facile but ineffectual \u201ceither-or,\u201d the organization operates from a \u201cboth-and\u201d dialectic, realizing that sunshine\/rain happen, meaning concentration of organizational resources and energies to what\u2019s best for the organization prospectively, meaning organizational leaders or \u201cinfluencers\u201d forgo the instinctive maintenance of a house built upon the sands of past accomplishments: everyone else &#8211; surprise, surprise &#8211; has moved on. As poet Mark Strand says, \u201c\u2019The future is always beginning now\u2019.\u201d The effective organization sees the clearing ahead. Instead of surrendering non-negotiable core values, effective organizational advocacy includes locating a &#8211; <em>the<\/em> &#8211; \u2018clearing\u2019 in which to inform and aid policymakers. This occurs through reliance on varying strata of both entrenched and emergent core values, playing the hand (or both hands) as situations demand. In times of policy transition, organizational fixation on \u2018stationary patterns\u2019 results in landscapes much like those littered by bad weather: not pretty and a lot of clean-up.<\/p>\n<p>Indeed, West Virginians know a thing or two about ravages of bad weather. We rebuild. Neighbor helping neighbor, rebuking today\u2019s rampant tribalism.<\/p>\n<p>Every organization committed to this state, builds for the future, fashioning the present as the vista that <em>is<\/em> the future rather than clinging to the ready, easy gateway the past provided.<\/p>\n<p>As Hubert H. Humphrey, 38th U.S. Vice President said, \u201cOh, my friend, it\u2019s not what they take away from you that counts &#8211; it\u2019s what have left.\u201d Or, paraphrasing poet Emily Dickinson, to \u201c&#8230;dwell in possibility,\u201d combined with an Eastern aphorism: \u201cGreat Faith. Great Doubt. Great Effort.\u201d \u2013 gateways to sound policymaking.<a href=\"#_edn21\" name=\"_ednref21\">[xxi]<\/a><\/p>\n<p>You see, folks, trade groups and not-for-profits and non-profit organizations build West Virginia\u2019s future by looking ahead, making the best of whatever sailing winds they are thrown.<\/p>\n<p><strong>Next posts. <\/strong><\/p>\n<p>How? Actually, there are different types of altitude referenced by pilots.\u00a0(Based on email exchange with author.) \u00a0Since weather occurs in the atmosphere, we typically reference clouds at certain &#8220;altitudes&#8221; in the atmosphere, but they impact people at different \u2018elevations\u2019 on the ground.\u201d<\/p>\n<p><a href=\"#_ednref11\" name=\"_edn11\">[xi]<\/a> These are representatives readings. It&#8217;s true there are a large number of &#8220;microclimates&#8221; throughout the state, perhaps even &#8220;thousands&#8221; as you said someone had testified (<strong><u>Editor\u2019s Note<\/u><\/strong>: during interminable legislative hearings relating to school calendar and prompts for \u201ccalling off school\u201d because of inclement weather). However, those \u2018thousands\u2019 are not entirely unique and different from each other. Let me explain:\u00a0 Around your home\/property, you may have a microclimate next to your house as plants are protected from frost by absorbing heat from the exterior (brick) of the house. You may have another microclimate that is on your property at the bottom of a hill where cold air collects at night and frequently gets frost. Then you may have another microclimate on your property at the top of the hill, that may be protected from frosts due to temperature inversions that can form at night. A neighbor down the road could have another 3 or perhaps more microclimates around their property. You can see how the overall number of microclimates quickly add up, but your neighbor&#8217;s group of microclimates, are probably not much different than yours.<\/p>\n<p><a href=\"#_ednref20\" name=\"_edn20\">[xx]<\/a>[xx] As Dr. Law states, \u201cThe official meteorological definition of &#8220;visibility&#8221; is the greatest distance you can see in any given direction with the unaided eye along the horizon.
